Pearson and the Pacific Squadron...

Greetings!

The Leaders List states that Union Admiral George Pearson of the Pacific Squadron in the April 1861 campaign is locked for only four turns. However, at present (Patch 1.06d) this force is locked parmanently in California until attacked!

Error oder WAD? If the latter, what is the reason behind permanently locking a rather large naval force with a leader right in the middle of nowhere? :)

Pearson's fleet is freed either by being attacked, or by foreign intervention. In 1.03 it was only locked for 4 turns.
