In my current game, over the course of 2 years and 2 months, I have made 95 request for forces from by allies. The game said I was successful 2 twice. Once with Barvia which I found and used their forces. Also, once with Wurttemberg. However with Wurttemberg, I could never find any forces the game would let me move.
Easy???

Which is why my suggestion to tie them up with the Tilsit agreements, same as the Prussians, and force them to become French allies (and thus smoothen the path to the Kingdom of Westphalia) in the same peace agreement. In reality, when the Prussians are defeated, they have no option but to submit to the French.
