Not being able to Play Eugene is indeed depressing. Vicberg is making a mod allowing this.

You can ask for their armies through diplomacy, they should accept quite easily the requests of their 'master'

I have the feeling that its quite difficult to get their armys but the bavarians after entering my alliance
Also Prussia shouldnt declare war so often in 1806 as their politics tried to avoid any war

I found that not to be true, all the times I asked I was turned down as they did not think it was in their best interest.

I can confirm it. They don't accept requests for expeditionary troops.

We must have a language barrier.

In my current game, over the course of 2 years and 2 months, I have made 95 request for forces from by allies. The game said I was successful 2 twice. Once with Barvia which I found and used their forces. Also, once with Wurttemberg. However with Wurttemberg, I could never find any forces the game would let me move.

Easy???

Indeed its the case. Forget Italy, Naples or Holland. Then a few regiments per year from Germany sometimes show up later during the game but nothing major.

+1 only Bavaria lends you a big stack willingly, for the rest it almost never works. in 400 turns of gameplay outside of Bavaria I only once got a squadron from Holland or Spain, nothing else.

Really there is something off with the model, it should be replaced with F4 cards or RGDs where the french (or other master like GB with Portugal) can at a cost get some troops from their allies :
- Once the RHC is in place you would get say 1 RGD card/ F4 card per year allowing you to recruit 20 000 south german soldiers for example (which would then draw from your pool of forces)
- From the beginning of the game the french would periodically get equivalent cards for the Kingdom of Italy, the kingdom of Holland, etc...
- Once the Duchy of Warsaw appears, same model, etc...

Because right now it just doesn't work at all. It is an aspect of the game I have decided to simply completely ignore really.

Yes. RDGs is the best way forward because a) the system works and b) establishes a more dependable feature. The first Rhine Confederation card words well so its a model that can be followed.

Yep, little national armies should just represent the troops they keep control of all the time (and should be more or less fixed at the capital, really garrison armies). RGDs or F4 events would be the simplest way to go, those troops just disappearing or switching sides if the minor switches side (1813 Bavaria style).

Of course the other issue is trying to get anyone to actually ally with you so you could recruit their forces!

True enough. Diplomacy is a bit borked. As the French I sometimes have states in the mid-90's and they still refuse almost every request. To be honest, its ok if we're talking about the Mahrattas or the Americans who are far away, but the small states in Germany almost all went over to the French when the Austrians and later the Prussians were defeated. I mean its ludicrous having these states standing up to the French diplomatically in a situation where their traditional patrons lie in the dust with no other protector in sight (one cannot seriously visualise the Brits being such a patron).

Maybe a solution could be found akin to the present Prussian situation post Tilsit. Through Tilsit, Prussia becomes an ally of France as a Treaty stipulation. What if, the southern states became French satellites as a stipulation of Pressburg (ie those who already aren't like Wurttemburg, Baden and Nassau and eventually the RHC) while the northern states were forced to do so post Tilsit (especially Oldenburg, Hesse, Mecklenburg who seem to cling to someone else all the time)? After all, these big treaties were essentially watersheds in their time with Napoleon seeking to maximise his advantages or else confirming his supremacy over rival states.

As to the recruitment of satellite forces, I'd prefer to have an RDG system.

There are then probably issues with how the bias toward the French were set. I'll check with the rest of the team.

Don't know if it makes sense, but Oldenburg, Mecklenburg and Hesse seem to be a bit over friendly with the Brits. In effect they were more like Prussian satellites. Which is why my suggestion to tie them up with the Tilsit agreements, same as the Prussians, and force them to become French allies (and thus smoothen the path to the Kingdom of Westphalia) in the same peace agreement. In reality, when the Prussians are defeated, they have no option but to submit to the French.

very true. the same way the RHC came as a consequence of France trashing Austria, Westphalia is an indirect consequence of the Prussia trashing.
