Septimus Severus Scenario Locked?

I started the Septimus Severus Scenario up recently, and after choosing the Pescenian faction and advancing to the second turn, a message tells me that the scenario is locked and the next turn button does not work. Is the scenario not finished yet or is it a bug?

Are playing with the PreOrder Version without the activation patch ?

It was the pre-order version, but I patched it so it should be fine. It's locked on the second turn, not the first. If I reinstall, will it preserve my saves?

I advise you to put the saves on the side while reinstalling and then put them back. It will be safer

File lock can also be the result of a 0 byte size HST file... Itself coming from the UAC or AV preventing file writing.
