Why is Athena So Obsessed With Taking Fort Monroe?

This only applies to the 61 and 62 scenarios because those are the only ones I've played but she would almost always rather give up Richmond than lay off Fort Monroe. In my most recent 62 Campaign she assaulted Monroe with 25,000 men while i had the better part of the Army of the Potomac sitting In Fredricksburg waiting for Mac to activate with Nothing between them and Richmond. Ewell and Longstreets Corps were annoying me in the shendoaha but they were hemed in and not couldn't do any good where they were so probably could have fallen back and defended Richmond but didn't. Athena seemed not to care at all about Richmond while she was commited like a lemming to taking Fort Monroe. Has anyone else noticed this?

Yeah I noticed her Ft Monroe obsession as well, or norfolk for the north side, I've had the entire Army of the Potomac walk right by an undefended richmond just to lay seige to norfolk.

If you increase her FoW bonus, she will make better long term plans based on your movements.
