Possible bug: Fort Henry

I can't seem to move George B. Clark's Force out of Fort Henry (Ohio Territory) in the 1775 scenario. I have set many different movement paths to different locales, but no move line. It's now 1777. I tried a few games, and the same result. Bug? Or am I missing something ruleswise?

The only thing that would prevent a move would be to send him out of the "West" territorry. This comes from the fact that G.R.Clark is restricted in its movement to the "West" area only.

In the 1776 scenario, G.R.Clark and its units may move anywhere in the West without restrictions, and I did not noticed that when playing 1775. I'll try again and check.
