I'm wondering if Smith is getting under-rated just a little bit. He scored the most "complete" Confederate victory of the whole war in Richmond, Kentucky in 1862. In 1863 he had some problems dealing with Grant, but Smith was short on troops and had an enormous amount of territory to defend. In 1864, Smith and Richard Taylor were able to achieve some success in the deep south.

I would lower his strategy to 4 as a division and corps leader and to 3 at army level. He got more conservative as he gained rank. I'd bump his combat rating up at division and corps level too. He was basically the President of the Confederacy west of the Mississippi after Vicksburg fell. The area was often referred to as "Kirbysmithdom". I'd give him master logistician at all levels. He made the most of what little he had even as a division commander in East Tennessee. Strategist would fit as well. He was able to stop the Union in the Red River campaign and in Arkansas in early 1864. He shifted his tropps around to meet the threats and mostly left the battlefield commands to generals like Taylor. He did well in enforcing the conscription laws and kept a reasonably large army in the field in a sparsely populated region. I don't know if the Trans-Mississippi had any cities of level 5 or higher to justify him getting recruiting officer.
