Lost Capitals

How do you handle the problem of lost capital ? Is this a definitive event and a game lost or won ? Or like the "For the People " wargame published by GMT there is severe loss of morale but the game continue. In this case do you choose your new capital or the computer decide for you ?

Short answer: the game is not lost, and you can have a new capital...
