Kentucky seceding

With respect to the Kentucky seceding or joining the Union chain of events, how is that determined? Is it the NUMBER of elements(or units) in or near Kentucky(example. 1 militia element is counted the same as one 18 element division or one 7 element brigade), the number of men(ex. 1000 supply train personnel with 0 combat power versus 1000 elite infantry), or the combat POWER number that is important?

Stated another way, could I place supply, generals, and support personnel with zero or negligible combat power on the border without the provocation penalty?
