Mar 1862, no Divisions allowed yet

Uh...when is the Union allowed to form Divisions? I can form Corps, but with organized Divisions.

It's all one stars. None of them can form divisions. I did modify the Events file for the 1861 scenario to allow more than 60 divisions using the instructions I found here on the forums. Maybe I did that wrong. I also modded the number of HQs allowed at the start, and increased the number of units available at the start in PA and IA.
