Crop festival not giving culture

Just used the crop festival in my latest game as Britonae, new game with the latest patch.
No culture was received by the region. It is meant to give 5, the region only has 2 though.........

I can see why this confused you. The festival does not even exist for one turn, as soon it is produced, it is removed and you get as many food as you had loyalty.

So in practice, the +5 food and +5 culture a turn you see in the description is almost never used, except perhaps if you are besieged the turn it is produced, in this case it will exist for a few turns. The values are also there to trick the AI it is a nice building to have.
