Does 'Drain Swamp' remove combat penalties?

If I use drain swamp in a marsh region will heavy infantry still fight with penalties?

yes, its just an alternative (slightly more expensive) early development option, but the underlying terrain remains in place

I wasn't sure so I built it anyway. I was hoping it would remove the penalty but I see it's still listed on the tool tip.

Oh well helps with health so not a total waste.
