Do you start with armies and cities ?

Hi, does Empires start with units and cities or is it more like a 4x game where you need to establish cities and build all of your units?

Will units such as 'flavor brigades' be added to your force the way Ageod did in the past? They appear at various times without a separate build order.

Of course, you start with the historic setup of the individual countries (well, the best approximation of them that we could do).
