Depots do not build

So I have spent now 8 wagons in 2 turns trying to build depots in St. Petersburg but they do not build there at all while the wagons are lost. My armies starve.

According to the HostLog, the depot is built
However it is not displayed on map.
Issue to be investigate, should be related to the fact that an harbor is present,

Anyway, even with a Depot, a so huge Army will starve in Winter in this area without any big cities, WSS is simple supply rule based.

This is a graphical bug.
Depots are built but not displayed.
It is related to the Swedish Redoubt located in the region.
There are very few redoubts on the map.
