Movement blocked

I am playing The Great Northern War with Sweden. The movement of my largest army is blocked even when i ask assault and all-out-attack. No battle. I think it's a bug.

I noticed that this happens a lot in this campaign in particular, maybe as Sweden more than the ASW (not sure though). Could be a bug or harsher rules around activation than in other scenarios. Also, I love this game but the player base is limited so if you or anyone else is up for a game let me know!
