Locked diplomatic options

Hello,
Playing as Bourbons, I don't manage to understand when the diplomatic option "Tory government" can be unlocked.
Apparently it says anti bourbons feeling must be under a value which it is but the event remains locked.
I thought this would be a way to get England out of the active war...
If anyone still playing this game has a clue for me, I would be very thankfull.
