General Officer Additions

How difficult would it be to reprogram the game so that a player could be allowed to decide how many additional generals he wishes to call up (perhaps limited to the current setting of 6 at one time) at a cost of 50 State Funds each, rather than being forced to buy a block of 6 generals. If that can be done it would be great if there were an option to call up generals either randomly or by seniority.
