Bremen region?

Does the Bremen region ever get unlocked (in the grand campaign) and if yes, how? According to the Annex document the city of Bremen is needed for the Hanseatic income, and I could really use the extra resources.

Yes, Bremen can become active, though I do not think any message notifies you about it.
