I applied the new patch, made sure it said April 8th 2016 at startup.
Tried to recruit and got this on turn one and again on turn two.
Recruitment appears to be broke.
Thanks for the patch.

Perhaps a related problem: Trying to use the F11 to build new units, the force pool is empty and system crashes. It did so with the continuation of a previous game so I figured it may have been an incompatibility with an existing save, but I began a new campaign and it happened on turn 2.
