1. (Big) Casus Belli Mousetrap:

Spain got a Temporary CB vs Georgia, DOW was not an option (in fact there were no diplomatic actions available because it said it was a satellite of Russia). No ability to DOW Russia either, except maybe by forging a CB since they had already DOWd on France on some basis. Spain was docked 50ish VPs for not DOWing. I had assumed that chain DOWs would give Spain (at war with Britain from the start) CBs on others.


2. (Small) The message for National Will post-1.01 is "opt_notify_CMN_SUperiorNationalWillFMSPA"

That is for a start.

3. (Small) For Spain, the Assault Column starter National Modifier conflicts with Mixed Order offered in Military Reforms. There are probably more of these mutually exclusive choices and having that noted on the tooltip would be good.

How did they got a CB against Georgia?

Georgia is a Russian satellite according to the diplomacy window, and had declared war on France after Russia did, so Spain is obliged to DOW but unable to DOW Georgia or Russia. Same with other "satellites" as the game dip window calls them.

4. (Medium) "Development" is relevant in a number of situations, mainly Decisions, but no development info appears on the mouseover tooltip nor in the regions window, not anywhere else that I've noticed. Would be helpful as part of the region info on the basic tooltip..

5. (Small) Move ledger position up 1cm on screen so the Ledger tabs are not overwritten by the stack tabs of the selected unit - the more unit tabs, the worse it is.

6. (Small) leader ability tooltip for Good Population Administrator should add "controlled" before "region" as it appears to work only in controlled regions.

Why Spain can't DOW Russia?

Same thing in the new game with Spain. Spain gained a casus belli against Georgia: "The defensive treaty we have with France give us a Casus Beli against Georgia, as they are attacking our ally."

Spain's treaties in effect indeed show

Black Cloud 5/10 Spain > Georgia

but with Georgia as the target the Available window shows only

With Russia selected (who declared war on France earlier ), the only options are State Visit and the three access choices.
