We really need an Annex document or an updated manual where every single decree/reform/law is described. It sucks to have to guess the benefits when each of them is worth 50 EP. Please, write this document.

I'm in about turn 3 as Austria and a laws and decrees screen says:

Looks like it needs the text correcting.
