Nizami-i-Cedid and Empire Reforms

It is 1808, Mustava IV is alive, the material needed is present, yet the Nizami i Cedid option is still marked as locked, as is the Empire Reforms option, for wich I am still short of a few EPs.
What am I missing?

I don't know the Turks, but a quick look through the files, and it appears to me that at the start of 1807 the option locks if reforms and not been started before that.

It should be the other way around. Unlocked before 01.01.1807 and then get unlocked.

That's what I said... I think.
But then why are you expecting it to be unlocked?
Isn't there also a second chance a reform sometime like around 1810?
