Expeditionary Forces permanently fixed?

Switzerland give me a bunch of units as part of me requesting exp. forces...except they are ALL permantly fixed in placed until attacked...What the heck is that about??

Is it an expeditionary force or merely an allied force?
If the ledger tells you this is an expeditionary force, this would be odd.

Lucky you. I haven't had a minor state give me an expeditionary force in 2 years and I just gave up...
