British Smuggle Goods RGD Bug

The British Smuggle Goods RGD has a bug in it that allows a British player to smuggle goods into any port, not just French ports or ports of French allies. According to the Smuggle Goods description the only ports that should be eligible for smuggling are ports that are under French control, or under the control of it's allies, and that have less than 100% loyalty. When you activate the Smuggle Goods RGD all ports are shown as eligible to place the RGD card in. It should not show ports under French or allied control if loyalty is at 100% yet it does. In the January 1805 campaign scenario Genova would be a perfect example of a port that is eligible for the British Smuggle Goods RGD, as well as the ports of Holland. No ports in Prussia, Russia or any other major or minor nation should be eligible but they mistakenly are. Either that or the RGD description is wrong and needs to be corrected.
