I am in a three player pbem game of WON. The sides are, France/Spain/Ottoman, Great Britain/Prussia, and Russia/Austria. We have a reasonably long list of player agreements, which I will post later if others are interested, but essentially, the three core nations, France, Great Britain and Russia can do whatever they wish, mostly. Constraints on other nations depend upon the level of alliance. Full alliance, then they have full access to diplomatic options, anything less, move, build, but no active diplomacy.
We have also tried to provide limits which guide the game along more historically motivated play.
Fun so far.
