What replacement chits are used to replace missing elements in a HQ?

Support elements. The artillery part should take artillery replacements, but haven't checked.

It depends on what element(s) are missing. As Ebbi said, if artillery is missing, then artillery chits.

Damn, you've made me do some research on this one. First off, there are two types of HQ units, Army HQ and Corps HQ, and each has a different TOE. BTW, all nations use the same TOE for their respective Corps or Army HQ units. Even the minors.

Army HQ:
1x HQ Support
3x HQ Artillery (they are medium artillery, so like 12lber's)
1x Engineer
1x Pioneer
1x Signal

Corps HQ:
1x HQ Support
2x HQ Artillery
1x Engineer

All of the non-artillery elements are of the Support element type--aka Service element type--and should take replacements from Service Asset chits; the ones using the wagon icon in the War Ministry window <F2>.
