I would like to know what the requirments are to get a Leader with a Good Population Adminstrator (GPA) trait to up the Loyality level of an area by one. Molitor seems to get the bonus a lot. However he is Massena's best Corp leader and I keep him busy fighting and not trying to raise the Loyality level of a region. Still, all around him are regions with 1 or 2% loyality which I figure has to come from his GPA trait. Almeras, deMoncy, and Marios however, I use to raise the Loyality level of a region. I put them in a region and expect to see a Loyality level increase every turn but it doesn't happen and I don't know why. Do the leaders have to be active. Do they have to have a certain amount of troops with them. I want to understand why it isn't happening so I can make it happen.
No, for deMoncy, it may be the region that is bugged. I selected a region with that supplies horses, used a develop territory card to get it to DP of 61. Its Loyality was 100. Used a Seize Horses card which dropped the developemnt to 58 and 80 loyality. I then used 3 develop territory cards to get the DP to 85 but loyality only went to 92%. At this point I was using the Develop Territory cards around northern Italy to raise the Loyality of Austrian controlled regions so I ran deMoncy over there. After 25 turns, the loyality level is still at 92%.
Either there is a Constraint I don't know about or the Good Population Adminstrator trait is not working, at least for some leaders.
