Good Population Administrator.

I would like to know what the requirments are to get a Leader with a Good Population Adminstrator (GPA) trait to up the Loyality level of an area by one. Molitor seems to get the bonus a lot. However he is Massena's best Corp leader and I keep him busy fighting and not trying to raise the Loyality level of a region. Still, all around him are regions with 1 or 2% loyality which I figure has to come from his GPA trait. Almeras, deMoncy, and Marios however, I use to raise the Loyality level of a region. I put them in a region and expect to see a Loyality level increase every turn but it doesn't happen and I don't know why. Do the leaders have to be active. Do they have to have a certain amount of troops with them. I want to understand why it isn't happening so I can make it happen.

No, for deMoncy, it may be the region that is bugged. I selected a region with that supplies horses, used a develop territory card to get it to DP of 61. Its Loyality was 100. Used a Seize Horses card which dropped the developemnt to 58 and 80 loyality. I then used 3 develop territory cards to get the DP to 85 but loyality only went to 92%. At this point I was using the Develop Territory cards around northern Italy to raise the Loyality of Austrian controlled regions so I ran deMoncy over there. After 25 turns, the loyality level is still at 92%.

Either there is a Constraint I don't know about or the Good Population Adminstrator trait is not working, at least for some leaders.

It only works in regions with a city. The leader must be inside the city, if any troops are in his stack, he must be the commander, but he doesn't need any troops in his stack at all. Other higher ranking leaders may be in the region, or even in the city, just not in his stack. That's it. In CW2 with 14 day turns, ever turn loyalty goes up 1 percentage point.

I have put this information on my Traits Worksheet of my Excel file for this game.

I had used the Defense Works to get the Loyalty up in the cities I had captured. In 1805, France only has 4 Develop Territory cards and I had a lot of regions without cities to get to 20% loyalty so I was trying to use the leaders with GPA in those regions and it wasn't working. Now I know why.

The only way I know how to get your loyalty up in a region without a city is the Develop Territory cards. Have I over looked a Regional Decision Card. Do you know of a another way to get increase the loyalty in a region without a city.

I have learned alot from your other posts even if I have not replied to them.

My understanding is when a Peace Treaty is offered, the game engine only allows areas that border you territory or connected with loyality level of your nation at 20% or higher.

Therefor, if you can build up regions that have 20% of you loyality level that touch each other and your territory, you will be able to claim them in a peace treaty.

Beyond that, every time you win a battle nearby--by small factions, probably within the national borders--, there's a chance that you gain loyalty. The better your battle results the greater the change.

I had noticed that some areas without cities had 1% to 5% increases. I just thought it was because the Good Population Adminstrator spent a couple of turns there. I had no idea winning battles would affect the loyality in the area.
