Supply distribution depot vs city

Hi,
when I understand correctly only cities with level 4 and above distribute supplies at all.
Now the manual says(p.65-66 that depots are better at pulling & pushing supplies than a level 1-14 city.
Now I wonder if that is really so because it's a bit hard to imaging that a large city like for example Munich(level 8) is worse than a simply depot level 1.
Do we have any comparison how much a city and how much a depot push/pulls at a certain level???

Honestly, I don't have the numbers but sometimes a quick halt to build level 4 depots avoids a lot of grief. For example, in the Prussian campaign and you're marching the Grande Armee through the forests to knock out Saxony, it makes a lot of sense to stop at Bayreuth and build a large depot there. With such a depot, you will have no problem going deep into Saxony. The same applies for the Polish section of the campaign by stopping at Posen and building it up to be able to strike east, south and north at will...
