Depots in Neutral territory gives CB

I have noticed that countries like Hessen and others where as the French I can build depots act like this is "occupation of such and such province" which gives them a CB. Might be an engine issue, but figured I should point it out.

This just happened to me in Hesse too. I thought Foreign Access covered supply rights but as no supply is going through I guess not.
TBH not sure I understand exactly what Foreign Access covers and I didn't have supply rights.

Foreign Access is a combination of Passage and Supply Rights.
