I cannot enter these with Entente fleet - is that an error to be fixed?

Have you tried adjacent and the disembarking troops? I don't think you can enter a port you do not own.

What I experienced is that the whole box could not be entered. Much like a neutral region.

Faced the same situation, and as AndrewKurtz pointed out, one simply have to get ships in an adjacent region and have troops land there to invade the place.

I'm not yet sure though how to blockade it.
