Stuck in the Drifts

The result of snow blocking the tracks seems to be quit varied. I have seen supply wagons transported by ordinary rail movement get though at times, while a different unit moving on the same line will get stuck.

Strategic movement by rail seems to constantly fail when trying to move through areas hit by harsh weather and snow.

How does bad weather rail blockage work? Are both ordered units and unseen rail movement of supply stopped by a random chance percentage?

I am far from knowledgeable on this matter, but from personal observation is appears this is related to harsh weather and has nothing to do with the rail. I find harsh weather in some regions makes the region impassible to any movement into the region.
