Can river transports be used to block cross river movement?

Will 4 elements give a 90% chance of blockage?

In my experience, "no" to the first and therefore "no" to the second also. Beyond that, I'm far from convinced that River Gunboats/Monitors can block river crossings either.

It looks like it takes eight elements to block river crossing.

Your harbor battleships can be used for this purpose.

By "harbor battleships" you mean the low-movement diagonally striped obsolete units?

Eight elements seems to be the default. You can augment your fleets in several ways, including the harbor battleship, yes the ones with the stripes

Remarkable when you consider that they had the same draft as the early light cruisers and a considerably greater beam - but fair enough when you consider what game management would look like without such simplifications. Useful info - thanks Arrow and thanks Durk.
