I am playing the Western Front scenario as WE against the AI.
I started to recruit the better French infantry divisions first, because they take a bit longer, but are much better, but when I wanted to recruit the Militia divisions on turn 2 they were no longer available for recruitment. Is this by design?

Welcome to the Forums and this Great Game.
A tip:- MILITIA are worse than useless, no protection values, very low attack values and no artillery support.
As WE you will be rolling in English Gold and WSU and later will get American Gold and WSU, you do not need to recruit Militia at all.
The CP needs it to plug some gaps in the Eastern Front, Serbia and Italy till they can recruit troops i.e. till mid 1915 or max till early 1916.
EE alone is militia dependent as they lack WSU in the game.
