Riverine Ships and Blocking Land Movement

I made an attempt to test brown water operations in TEAW. My goal was to see if you could control waterways like in Civil War 2. I pooled all of Germany's river capable warships into a stack, with over a thousand strength, and moved them into Poland. I had a mass of hundreds of thousands of Russian troops attempt to cross the river at that point. And.... Nothing. All of the Russians were able to cross without any difficulty. Is this only possible with certain ships, or has it been omitted from the game entirely?

Sort of makes the riverine units useless.
