Is there a "Hindeburg line" event in the game ?

Not currently, the assumption being the German player would gradually build a defense in depth naturally.

Can I build forts ?

After 1915 the high entrenchment level, plus the fortification already in place (see Verdun) will be more than enough to dissuade any attempt of assault. The standstill breaks later in the game, when more and better artillery combined with storm troopers and tanks give the edge for the attacking forces.

Forts cost something like 10 artillery, Light artillery but still that is a lot of WSU you are wasting, a strong army with Heavy Artillery will lay waste to forts, the real forts as per DICTA MOLTKE (GFM. Moltke Sr.) is your Railways and your troops. use them well and don't bother with fortifications and fortified places, retreat if necessary and counter-attack continuously in weak places by building up an 'OBLIQUE order'. The key is cycling of troops and continuous attack, as first attack will end up destroying very less troops, if you have 2/3 armies nearby and all attack turn-by-turn only then you can destroy enemy forces; this strategy is easier on Russian Front of course than Western Front.
