How many GHQs are allowed per side?

How many GHQs are allowed per side? Does the game turn affect this?

How many GHQs are allowed per side? Does the game turn affect this?

Currently the CE gets 2 for the Germans, one of the Aus/Hun, and one for the Turks.
The 2 the Germans get allows them to have one on the East and one on the West
fronts.

The Eastern Entente gets just one and it's Russian. The French get one and the
British and Italians get one each as well.
