Anyone reached level 4 submarine tech? Is it that efficient that Americans come running into the conflict?
Doing 3x the damage per turn is powerful to kick GBR out of the war, but I wonder if that speeds up considerably USA's entry.

The amount of ships sunk determines how quickly the USA enters, so yes level 4 will speed up USA entry. But it also has a drastic effect on the British if they haven't teched up ASW. Sub warfare in the Atlantic is a big gamble any way going, but it can be decisive.
