Yes, it should be, the events were all in place at one point but it was decided not to let very neutral countries join during the beta testing. I'll have to look back through the events this weekend to see exactly what you'd have to mod, and there may require some tweaking to OOB to avoid issues with old unit names, but in theory it should work.

Actually, it looks like the other neutrals may have been removed from the join scripts at some point, I don't see them there anymore. So the OOB would have to be added in for the nation to have any contribution.

If you are interested in scripting this, look in the WW1_Evt_Diplomacy_Joins event file. The last two events are small examples of what happens when ARA (Arabian) faction joins a side. You could copy these two events, replace the ARA references with whichever faction you want to add (SPA for Spain, NOR for Norway, SWE for Sweden, etc) and adjust the OOB entries to suitable OOB for the nation. This should work, though I haven't tested it out.
