Maybe by limiting the building of units and redeployments, the nationalist stack of doom strategy is less easy to do.
Maybe Leibst don't want to change the game too much at once, he may want deeper tests with, and then he's not against a next patch if needed.

I forgot to add that, but yes, i changed the political cost for units, so you still lose NM, but less.
In a game i'm playing i have 137 NM but it has started to increase in a huge way just the last turns, when imo the war is already won, but for any strange motivation the republican player wants to continue the fight
