Fall of the North - no replacements after Turn 1?

I'm not sure if this is a bug or working as designed, but after Turn 1 in the scenario "Fall of the North" neither side in my game can purchase replacement chits in the F2 menu. You can purchase them in the first turn, but after that it seems to be disabled. This inability lasts for at least several turns (I haven't played through the entire scenario yet--I stopped to try and figure out this replacement issue.) It doesn't work even though I have enough money, conscript points, and war supply, of course.

Is the scenario designed this way?

I saw some more strange occurrences, so I reinstalled the game. Probably what I should have done in the first place. The issue seems to have gone away, and I can purchase replacement units.
