Geographically Sava, was wis Bosna and Herzegovona, part of Bosnia Herzegovina and so should follow their fate
If , for gameplay, it seems absolutely necessary to attach this ahistorically to Serbia earlier, OK, but I don't think the additition of power is worth the ahistoricity
and unability, loyalty wise, to annex (occupy forever remains possible) Serbia for Austria seems to me enough to protect this small but brave Balkanic state - else ... Russia's job if a Russian player
