How do you make a scenario?

If one were interested in putting together a new scenario (Texas Independence for example) how would you go about it?

I would like to learn this as well. Dreaming of a supermod where French side with CSA in return for recognition of their puppet state in Mexico.

I saw the link, but I was wondering if any one has wrote a utility to do the entire thing or some part. I am especially interested in being able to create a small sandbox with only a few units to test somethings out....
