Tooltip text colour

I found the red numerical values in the tooltips a bit hard to read, so I adjusted the RGB values to a lighter, paler red, which for me, seems easier to read alongside the white text in the tooltips.

The file to edit is \Espana 1936\SCW\Settings\UserInterface.opt

In the Colors section of the file I adjusted the following line:

colToolTipNb = 255|128|128|255

(It was originally = 255|0|0|255)
