Creating divisions

I am playing the nationalists in a PBEM. A month or two back, I was notified I had the option to create 6 divisions. So I created 6 divisions using my best divisional commanders. In this latest turn in Mid-Febuary 1938, I noticed I can build divisions again. However I didn't receive a notification. My question is whether I can only build a limited number of divisions again or if I can now build divisions wholesale now that it is mid-Febuary 1938?

Maybe is missing a message in the log, from june 1937 you can build until 55 divs.
and from july 1938 until 70.
i have to check that and fix it for a future patch.

I just doublechecked and I discovered two mistakes on my part. First, the time is Mid-Feb 1937, not 38. Second, I counted all my existing divisions and I have only created 5 divisions, not 6. So I can still create one more division to reach 6 divisions and then, it sounds like I can't make any more until June 1937.

So sounds like all is working as intended but I just lost track of the number of divisions I actually built.
