In the campaign the Nationalists start with a production of 2 WS per turn, yet they on possess the Weapons factory in Granada, that produces 1 WS, so where is the other WS coming from?

I noticed that a year later both factories (Zaragoza and Granada) produce 2 WS each. This is an event? I haven't always read all the event messages.

I'm not sure, my memory is terrible.
But comes to my mind something related with low production at the start of the war.

It's probably loyalty. Get it to 100% and production climbs by 50%. 1.5 rounds to 2.
