Loyalty Regional Decisions

Playing as the Nationalists I have two regional decisions I can play which purport to affect loyalty in a region. Of the two, one seems objectively better taking place over the course of one turn rather than three, and increasing loyalty by 25% rather than 10% (if memory serves).

My problem with these decisions is twofold.

One, I do not believe that AGEOD would put such decisions in the game if one was better in every way than the other. I assume that I must be misunderstanding the decisions.

Two, after playing the decision which changes loyalty by 25% I have not noticed such a change in the regions I have deployed it in. Is the theoretical change an average or maybe a best-case result?

Any insight is appreciated.

In Persecution you need a minimum MC of 55% and Max Loyalty of 75%, in Regional Campaign is 60% and 90%.
Regional campaign can only be played if the region is not pillaged and has a 100% of succes against 50% for Persecution.
Persecution gives if it is succesful 25 gain of loyalty against 10.
