Oct 1861 Div Commands

When you hit Oct 1861 and can do divisions I have the following question-

If was messing around trying to figure this out a little. I took my " Northwestern VA Army" still under McDowell had this crazy 36 (16) 35% penalty and created bunch of divisions with the junky 1 star guys. This eliminated the penalty and improved my power overall.

Is this what we are 'supposed' to do?

I wanna get Hooker to 2 star so he can be a Corp commander in mid '62. I don't wanna make him a Div commander bc it kills his ratings.

Can I throw a less senior 1 star(s) in stack with him to command divisions and attack to get him to point of promotion?
Or am I just better off eating the 35% penalty and smashing Rebs in a few fights?

Yes, you are much better off forming Divisions. Yes, you can have a few Divisions under Hooker's more senior command, but you will most likely have a Command Point penalty. No, you should always use Divisions to gain more power. Good Luck!

Yes, form Divisions.

Division Command only temporarily hurts ratings. You will see Hooker's numbers go back up next turn.
