Question RE: Premium for Volunteers
Does anyone know what the difference is between selecting "Don't Pay Enlistment Premium to Volunteers" and simply not selecting anything at all and leaving the decision alone?

There really is not a difference. However, if you select 'Do not pay' then you reenable the event to be available in future turns.
