Filling Gaps in the Manual

The manual seems to have gaps in the details. For example, what does telegraph do, attributes-wise? Can you build rails other than in Interior cards? Is there a more thorough written guide to Civil War II, even a hard copy one to buy?

The form in which the manual was written never intended for it to present all details of the game. There is no more detailed manual.

The AGEWiki does have a plethora of detailed information, but the installation is broken. All the information is still there, but you can only access it by finding the page you wish to read and clicking on 'view source' at the top of the page.

With regards to RGD Cards, turning on debugging (Options -> System -> Error Logging -> On) will give the RGD's a highly detailed tool-tip, which show in detail the actual requirements and effects of each. Or you can simply read their files in '..\CivilWarII\CW2\GameData\RgnDecisions\'.

You cannot build rails at all. You can build more train engines to increase your Rail Pool. But the rail network given at the start of the game cannot be expanded.
