General War Order Number 2

I remember having problems with this event.
It forces the Union player to let 48 regiments(elements) adjacent to Washington, at least that is what the text/tool tip states.
So do all elements count?
And does it have to be adjacent and not in Washington itself?

In or adjacent to DC.

I think locked units are also counted, but I'm not 100% certain.
