1st Number = Strategic Rating
2nd Number = Offensive Rating
3rd Number = Defensive Rating

The offensive and defensive ratings give bonuses to the offensive and defensive firepower ratings of units under their command.

The strategic rating affects a variety of game parameters. The higher the number, the more often the general is "active", represented by a white envelope on his map counter and an open envelope in the inspection panel (transparent, rectangular panel on the far right of your screen). Inactive generals are represented with a brown or closed envelope, respectively. Depending on the setting you used for the activation rule in the main menu, inactive generals may be unable to move and will fight at a stiff penalty (check the tool tip for the activation rule in the main menu to see the effects of the various settings). Active generals move and fight without the inactivation penalty, so they are much better at executing your orders; however, active generals may still suffer a combat penalty if they have too many units to command.

A general's strategic rating also affects how fast units under his command entrench; the higher the number, the faster they entrench to the next level. Generals with a strat rating of 4 or above (referred to as Aide-de-Camps in the game), when part of an Army or Corps stack (but not in command of the stack), provide a +1 command point (CP) bonus to the stack leader, which helps to reduce the CP penalty, if any, under which that stack operates.

Finally, if a general commands an army or corps stack, the game engine subtracts 2 from his strat rating. The resulting number is added to, or subtracted from, the total CPs available for that stack; so, the higher the strat rating, the more CPs the general produces and the more units he can command without a CP penalty.

There may be more game parameters affected by the strat rating, but these are the ones I remember.
